Dr CHAN Wing Kwong is a Partner and Senior Consultant at Eye & Retina Surgeons, Camden Medical Centre. He was formerly the Head and Senior Consultant Ophthalmologist of the Refractive Surgery Service at the Singapore National Eye Centre until October 2008. Dr Chan graduated from the National University of Singapore with the degrees of Bachelor of Medicine and Bachelor of Surgery in 1985. In 1991, he obtained the degree of Master of Medicine (Ophthalmology) from the National University of Singapore and was admitted as a Fellow of the Royal College of Surgeons of Edinburgh and the Royal College of Ophthalmologists. He was made a Fellow of the Academy of Medicine of Singapore in 1996. He is a Visiting Senior Consultant of the Singapore National Eye Centre and Clinical Senior Lecturer in the Department of Ophthalmology of the National University of Singapore.

Dr Chan was awarded a Health Manpower Development Program scholarship to undergo a Fellowship in Cornea and Refractive Surgery in 1994/95 at the Jules Stein Eye Institute of the UCLA School of Medicine sub-specializing in laser vision correction and corneal surgery. He has published 26 scientific papers and 6 book chapters on laser vision correction, corneal diseases, contact lenses and cataracts. He has participated in 15 local and international clinical trials of refractive and corneal surgery techniques as principal investigator, co-investigator and medical monitor since 1992. Dr Chan is a recognized teacher in the field of laser vision correction locally and internationally and has trained many surgeons in LASIK surgery from Singapore and the Asia Pacific region. He also gives lectures and conducts teaching courses in many local, regional and international meetings such as at the annual meetings of the American Society of Cataract & Refractive Surgery, the American Academy of Ophthalmology and the Asia Pacific Association of Cataract & Refractive Surgery.

Dr Chan was awarded the Minister of Health Award for Outstanding Performance in Public Health in 2006. He was awarded the Muthusamy Medal of the Royal College of Surgeons of Edinburgh and the Gold Medal for the Master of Medicine (Ophthalmology) degree of the National University of Singapore in 1991. He is a recipient of the Distinguished Service Award of the Asia-Pacific Academy of Ophthalmology (1999), the Certified Educator Award of the Asia Pacific Association of Cataract & Refractive Surgery (2002) and an honorary Visiting Consultant of the Xiamen Eye Centre, China since 1997.

He was the Chairman of the Contact Lens Practitioners Board from 2002 to 2008, Chairman of the National Committee on Ophthalmology (2004-05) and is currently a member of the Complaints Panel of the Singapore Medical Council since 2006. Dr Chan is a member of the Singapore Society of Ophthalmology, the Asia Pacific Association of Cataract & Refractive Surgery, the American Academy of Ophthalmology, the International Society of Refractive Surgery and the American Society of Cataract & Refractive Surgery.

Dr Chan practices general ophthalmology, cataract surgery and sub-specializes in laser vision correction surgery with LASIK, epi-LASIK, sub-Bowmans keratomileusis and advanced surface ablation with excimer and femtosecond laser technology for the correction of myopia and astigmatism. He also specializes in the correction of extreme myopia with phakic intraocular lens surgery using implantable collamer lenses and provides tertiary consultation and management of refractive surgery problems and corneal diseases.
